If you want to engage in the following activities, you need to be level 80 in Guild Wars 2: Fractals – 5-man intro Dungeons that are the first true step into max-level PvE; Strikes – 10-man PvE Dungeons that act as the precursor to raids. Raids – Endgame 10-man PvE Dungeons; Various Zones – Max level zones locked behind the expansions
The benefits boosting will bring is that you'll sometimes get max level loot when you're in zones where you're scaled down. You'll also be able to progress your mastery tracks earlier (max level progression) and some of the benefits from those are pretty great, like loot going straight into your inventory without having to press or click anything.

They are not really any stronger. Character level have very little meaning in GW2, you can use level 80 potion to gain max level instantly and these are fairly cheap. As changing gear and stats is free, you can play totally different character every day, change the build as many time as you like.
